How to get licensed in Washington, D.C.
- Register your business entity with the DLCP Corporations Division and obtain a registered agent.
- Register with the DC Office of Tax and Revenue and obtain a Clean Hands certification (no more than $100 owed to the District).
- Obtain a Certificate of Occupancy or Home Occupation Permit for your business location.
- Secure required documents: Certificate of Liability Insurance, and for Home Improvement Contractors a $25,000 surety bond.
- Complete the Basic Business License application through the DC business portal (mybusiness.dc.gov) under the appropriate category (General Contractor/Construction Manager or Home Improvement Contractor).
- Submit supporting documents (for GC/CM, sample contracts/receipts may be required) and pay the license fee; applications may be subject to a background review before issuance.
Frequently asked questions
Do I need a license for small home remodeling jobs in DC?
Yes. Any contractor performing residential improvement, alteration, or repair work in the District needs a Basic Business License with the Home Improvement Contractor category. There is no dollar threshold that exempts small jobs.
Is a bond required for DC contractors?
Home Improvement Contractors must post a $25,000 surety bond and keep it active for the full two-year license period. The General Contractor/Construction Manager license may also require a bond as a condition of issuance.
Do I have to pass an exam to be a general contractor in DC?
No. DC does not require an exam or proof of experience for the General Contractor/Construction Manager or Home Improvement Contractor business license. Only specialty trades (electricians, plumbers, HVACR, etc.) must pass PSI-administered exams.
